Most agencies sell what they know how to do. The ones that only do international will propose international, even when the person exists two hours down the road.
We search across Canada first. Not only Quebec: a region’s pool is limited, Canadian mobility is not. If the profile exists nowhere in the country, or if local searches have failed with realistic criteria, then we look at the international route.
And in that case, we first check whether a route is genuinely open for your position, your region and your wage. An excellent candidate for whom no route exists is not a candidate.
What we check, and why we sometimes say no
A mandate accepted without that check means three months lost for you and an invoice we do not deserve. We would rather tell you up front.
The six things we look at
- The job: the real task description, not the title. It determines everything else
- The market: does this profile exist in the local and Canadian pool, and who else is chasing it
- The region: applicable measures, transport access, available housing
- The wage: where it really sits against what that occupation pays in your region
- The company: supervision capacity, tolerance for delay, compliance history
- The timeline: your target date against the real processing times of each route
What you get out of it
A reasoned strategy recommendation, with the realistic options, their costs, their timelines and your obligations. And, where that is the case, the list of the ones that are not realistic.
If the mandate produces nothing, we do not relaunch it unchanged. We document every reason for rejection, we check the gap between the stated criteria and the ones actually applied, we compare the wage to the market, and we come back to you with an adjustment.
A mandate repeated three times without change is money lost on both sides.

A worker already with you is approaching the end of their permit, or wants to stay permanently. There are critical deadlines not to miss, and the planning starts well before expiry.
It is also the surest way to keep someone you have spent two years training.
Hiring a foreign worker commits you
We do not sell fear. But you have a right to know what falls on you, and what we take on. These obligations do not apply in every case: an open permit, for instance, creates none for you.

The most frequent point of failure is not serious misconduct: it is a missed deadline. If the offer is not filed and the fee not paid within the window, the candidate loses their invitation. That is exactly what we watch on your behalf.
What business owners ask us
Can I hire a foreign worker for an unskilled position?
Yes, and it is poorly known. One of the youth exchange routes imposes no job level and grants an open permit, with no government fees on your side. It depends on the candidate’s nationality and age, and quotas are limited. It is often the most realistic route for a production role.
What is the difference between an open and a closed permit?
An open permit allows work for almost any employer: the person can start with you with no process, and you carry no compliance obligation. A closed permit is tied to a named employer: if that is not you, the person cannot start before obtaining a new permit.
What does hiring a foreign worker actually cost me?
It depends entirely on the route. Some carry no government fees for the employer. Others involve an employer compliance fee, set by the authorities and varying with the case. The standard route involves more. Our own fees are known in advance and set out in the service proposal.
My company is in Montreal or Laval: does that change anything?
For certain low-wage applications, yes. Regional measures apply in Montreal and Laval, and a separate federal rule takes the metropolitan area’s unemployment rate into account. Employers in other Quebec regions are not covered by the Quebec measure. And several routes are not affected at all.
What if the worker wants to stay after their permit?
That is good news for you: someone you trained wants to continue. Depending on their profile, their experience gained in Quebec and their French, routes toward permanent status may open. Planning has to start well before the permit expires, not after.
Do my employees need to speak French?
It depends on the position and the program. But beyond the requirement, a worker who understands safety instructions, WHMIS sheets and production orders makes fewer mistakes and needs less supervision. French also conditions access to several routes toward permanent status. It is a service of the group, delivered by Services Tutorat, under a separate mandate.

Recruitment and paid immigration representation are distinct services, governed by distinct mandates, even when coordinated within one project. Fees, the length of the trial period and the conditions of the replacement guarantee are set out in the signed contract.
