Can I hire a foreign worker for an unskilled position?
Yes, and it is poorly known. One of the youth exchange routes imposes no job level and grants an open permit, with no government fees on your side. It depends on the candidate’s nationality and age, and quotas are limited. It is often the most realistic route for a production role.
What is the difference between an open and a closed permit?
An open permit allows work for almost any employer: the person can start with you with no process, and you carry no compliance obligation. A closed permit is tied to a named employer: if that is not you, the person cannot start before obtaining a new permit.
What does hiring a foreign worker actually cost me?
It depends entirely on the route. Some carry no government fees for the employer. Others involve a 230 $ compliance fee. The standard route involves more. Our own fees are known in advance and set out in the service proposal.
My company is in Montreal or Laval: does that change anything?
For certain low-wage applications, yes. Regional measures apply in Montreal and Laval, and a separate federal rule takes the metropolitan area’s unemployment rate into account. Employers in other Quebec regions are not covered by the Quebec measure. And several routes are not affected at all.
What if the worker wants to stay after their permit?
That is good news for you: someone you trained wants to continue. Depending on their profile, their experience gained in Quebec and their French, routes toward permanent status may open. Planning has to start well before the permit expires, not after.
Do my employees need to speak French?
It depends on the position and the program. But beyond the requirement, a worker who understands safety instructions, WHMIS sheets and production orders makes fewer mistakes and needs less supervision. French also conditions access to several routes toward permanent status. It is a service of the group, delivered by Services Tutorat, under a separate mandate.
Does this cost me anything?
If you are already in Canada with a valid work authorisation: nothing. The employer pays our fees. For international support from abroad, a fee of 1 800 $ + tax applies, on top of government fees paid directly to the authorities. Nothing is asked of you when you submit your application.
Will you find me a job quickly?
We cannot promise you a timeline. We work on the real mandates our clients give us. If your trade matches a current mandate, it can move fast. If not, your profile stays in our database and we contact you when a position matches.
My permit expires soon. Can I still apply?
Yes, and tell us right away. Dates matter enormously: an extension filed before expiry does not have the same effect as one filed after. The sooner we know, the more options there are.
Do I have to be willing to relocate?
No. Many of our positions are outside the major centres, but we ask for your honest position from the start: stay in your area, open to relocating, or open if housing support is offered. Answering frankly saves you time, and us too.
Is my résumé sent to just anyone?
No. We speak with you first, we explain the job and the company, and we ask for your agreement before any presentation. Your information is kept and used in accordance with our privacy policy.
I have no diploma, only experience. Is that a problem?
Not for most of our positions. What we check is what you can actually do: the processes, the machines, blueprint reading, autonomy. A technical test in the shop is often worth more than a certificate. Some immigration routes do have their own requirements, however.
How many candidates will you present?
Few, and assessed. We aim for two or three genuinely qualified profiles per opening rather than a volume of applications. If we cannot find them, we come back to you to adjust the criteria instead of sending profiles that do not fit.
What happens if the candidate does not work out?
Every reason for rejection is documented and used to adjust the search. A mandate is never repeated unchanged after repeated rejections: it is recalibrated with you, or paused. Any applicable guarantees are set out in your contract.
Do you check references?
Yes. We check what actually matters on the shop floor: punctuality, productivity, autonomy, teamwork, communication, reliability and quality of work. You get an honest picture, gaps included.
Do you run technical tests?
We recommend a technical test suited to the job, with its pass criteria written in advance, and we set out what to verify during your interview. The test takes place at your site, in your real conditions.
Do you recruit outside the major centres?
Yes, and it is a large part of our work. A region’s local pool is limited, but Canadian mobility is not. The real work is qualifying a candidate’s genuine willingness to relocate, not multiplying résumés.
Do I need an LMIA to hire a foreign worker?
Not necessarily. Several routes allow hiring without an LMIA, depending on the candidate’s nationality, the job category and the applicable agreement. Only an analysis of your situation will tell whether one of them applies. Write to us and we will connect you with the legal department.
How much do your services cost?
Fees and payment terms are set in each contract. They depend on the position, the number of workers and the steps actually required. Describe your need and you will receive a service proposal matched to it.
You post job openings: do I apply with you or with the employer?
With us. We assess your profile, then put you in touch with the employer if your application is retained. The company name is not on the posting and is given to you at that point.
Why is the employer’s name not shown on your postings?
Because our clients do not want their current staff or their competitors to know they are hiring. It also protects you: you know a filter exists before anyone presents you.
Is an LMIA required for every international hire?
No. Several routes are exempt, notably youth exchange programmes. The Working Holiday permit, for instance, requires no LMIA, no CAQ, no job advertising, and carries no government fee for the employer.
How long does an immigration process take?
We publish no timelines, because none are guaranteed: they are set by the authorities and vary by route, country and period. We tell you the current picture for your file, without promising.
Can I be inspected after hiring a foreign worker?
Yes, sometimes years later, if the permit was tied to your company. What is checked is not your good faith but your ability to demonstrate in writing that the promised conditions were respected.
Do you guarantee a permit will be approved?
No, and nobody can. The decision belongs to the authorities. We build the file, document it and meet the deadlines. That is everything within our control, and it is already a lot.
Are recruitment and immigration the same contract?
No. They are two distinct services under separate mandates. The legal side is supervised by Me Idalmis Carreras Rios, member of the Barreau du Québec.
Is French training included in recruitment?
No. French classes are delivered by Services Tutorat under a separate mandate. They are not courses recognised by a government programme.
